The right delivery model follows the operational need. These are qualitative distinctions, not promises about cost, timing, or outcome.

Useful when the need is durable, the role is already clear, and the organization can support the full hiring and onboarding path.

Project agency

Useful when a bounded deliverable can be defined in advance and the work can be handed over at the end of a project.
